CHANGE WINDOWS 7 WELCOME SCREEN
Step.1: Go to My computer
Step.2 : Then create a folder and give name "Info".
Step.3 : Open Info create an another folder and name it as "Backgrounds".
Step.4 : Open the folder and save the preferred picture on that folder and name that picture as "BackgroundDefault".
Note: the picture should be less than 254 kb
Step.5 : Press windows logo key + R
Type " regedit"
Then go to HKEY_LOCAL_MACHINE
Rightclick mouse button
Rename "OEMBackground"
Right click mouse button < modify
ok
Press ctrl+alt+Delete to check...
